II. Organizational Context and Scope

Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

The Western Hemisphere Migration Capacity-Building Program, funded by the United States Department of State, Bureau of Population, Refugees, and Migration (PRM), seeks to improve the capacities of States in Central America, Mexico, and the Caribbean to govern migration humanely and sustainably. The Programme has four pillars: 1) migration management, 2) regional dialogue, and partnerships, 3) crisis response and 4) communication for development. 

Under the Migration Crisis Response Pillar 3, the Program aims at improved government capacities to anticipate, better prepare for, and respond to migration flows related to emergencies and crises. As a result, a) migrants are included in the development and implementation of contingency plans, protocols, SOPs, coordination mechanisms and other tools to respond to emergencies and migration crisis, and b) the capacities of government officials and other stakeholders to better respond to migration crises and the needs of migrants in emergencies are strengthened.

The role of the Program Technical Specialist is to provide technical assistance to implement this pillar. Under the general supervision of the Regional Director and the direct supervision of the Senior Regional Programme Coordinator, the Migration Specialist will be responsible for the following tasks.

Under the overall supervision of the Regional Directir and direct supervision of the Regional Project Coordinator of the Program, the incumbent will be responsible for the following duties:

III. Responsibilities and Accountabilities

  • To follow up and provide technical support to studies related to migration crisis.
  • To promote knowledge management and permanent updating on the issues related to the Programme Pillar 3.
  • To draft guidance documents such as terms of reference and concept notes for the technical planning and implementation of the different activities.
  • To review the various products of the Programme, providing close follow-up and technical supervision to consultants hired for this purpose and to staff.
  • Design and implement comprehensive and sustainable high-quality training aimed at institutions and social organizations, as well as other relevant actors to promote coordinated efforts to manage the mobility dimensions of emergencies and crises. References will be international and IOM frameworks and instruments in the management of migration crises: IOM Operational Framework for Migration Crises (MCOF), the Migrant Protection Initiative in Crisis Situations (MICIC) and the Migration Governance Framework (MiGOF), among others.
  • Contribute to identify and promote participation in mechanisms related to the management of the mobility dimensions of emergencies and crises.
  • To promote the adoption, implementation and monitoring of the gender and human rights perspective in the planning and execution of activities of the Programme, and international commitments on migration. 
  • Assist with the development of technical content and distribution of communication and information materials related to the activities of the Programme, including the updating of existing Internet or intranet resources, as appropriate. 
  • Provide support to the Regional Programme Coordinator and Sub-Regional Coordinators in the design, programming and implementation and monitoring of Project activities.
  • Develop, update and implement a monthly work plan of regional activities and carry out the corresponding follow-up actions. 
  • Support the monitoring of the work plans of the teams in the different countries where the Programme is implemented. 
  • Collaborate in the drafting of intermediate, final and ad-hoc technical reports. 
  • Support the development and coordination of international cooperation projects linked to the program's impact areas and aimed at strengthening, continuing and sustaining them.
  • To travel to project-related work missions. 
  •  Perform such other duties. 

 

IV. Required Qualifications and Experience

Education

 

  • Professional in social sciences, law, international relations or similar, preferably with a postgraduate or Master’s  degree.

Experience

 

  • At least three years in emergency operations with people displaced by natural disasters, conflicts or complex migration flows management projects.
  • Experience in coordination with communities, government authorities and multidisciplinary teams of professionals.
  • Proven professional knowledge and experience in the following areas: a) humanitarian response (HBM); b) vulnerable groups in need of protection; c) human trafficking and migrant smuggling; d) advocacy, especially for vulnerable groups; e) management of human mobility in emergencies and crises.
